I've seen some vidya of it, and I know it's an older game now; but my shit-tier laptop can't run it. But I've wondered for a while now, is it ACTUALLY that scary?

First playthrough = Decently scary.
After that = Never playing this game again.

It's only scary if you do what the game tells you to and play it in the dark with earphones alone.

Shit I remember being 7 playing Dragon Warrior in the basement with the lights out and shitting my pants seeing anything other than a red or blue slime (kids dont get far in games)

yeah, that's true. Although the absence of weapons gives you the feeling of helplessness, and makes the experience a bit more intense for me.

Seeing that part about Amnesia is what really made me think it might be scary. Whenever you see anything related to horror you have one of two scenarios that determine whether it's scary or not.

- You have weapons and can fight back at said enemy; eg, Resident Evil, Zombieland, ect.

- You don't have any weapons or very limited means of fighting back and there's a lot more running; eg, beginning of 28 Days Later, Silent Hill (specifically Shattered Memories) ect.

But there are several factors that can make something scary. Via suspense, sound effects, music, voice acting, camera angles, or a wide range of variables. Some things succeed where others fail.

What does Amnesia offer that other horror games don't offer that make it scarier than most? And what are the scariest things about it?

The ambiance and the atmosphere are what sets amnesia up. It uses abnormal sound effects to creep the player out and induces a feeling of paranoia. At least, that's what it did for me.
